For centuries, civilisation has been built around freshwater. Cities flourished on the banks of rivers, industries grew where water was abundant, and economies prospered because this precious resource was readily available. Today, that equation is rapidly changing. Population growth, climate change, urbanisation and industrial expansion are placing unprecedented pressure on India’s finite freshwater resources. The challenge is no longer simply finding new sources of water, but making better use of the water already available. Increasingly, experts believe the answer lies not in rivers, reservoirs or groundwater, but in an unlikely source -wastewater. Once viewed merely as a waste stream requiring disposal, it is now emerging as a strategic resource capable of strengthening India’s long-term water security. “The future of water security lies in treating wastewater not as waste, but as a strategic resource that can be recycled, reused and reintegrated into the economy” says Manish Jain, Managing Director, Enviro Infra Engineers.
India’s water challenge is becoming increasingly acute. Home to nearly 18 percent of the world’s population but only around 4 percent of its freshwater resources, the country is facing mounting pressure from rapid urbanisation, climate change, declining groundwater reserves and rising industrial demand. According to projections, India’s water demand could exceed available supply by 2030 if corrective measures are not accelerated. The warning signs are already evident. This year, for the second consecutive summer, Bengaluru has continued to grapple with water stress. The Bangalore Water Supply and Sewerage Board (BWSSB) recently stated that the city has sufficient water reserves for only the next three to four months and has once again urged residents to adopt water conservation measures. Experts have also called for long-term strategies to strengthen the city’s water security. Meanwhile, in Telangana, a weak monsoon has led to declining reservoir levels, raising concerns over water availability across several parts of the state. Such instances underscore the growing vulnerability of India’s conventional water sources and reinforce the urgent need to look beyond them. “With increasing water stress driven by rapid urbanisation, climate change, erratic rainfall patterns, and declining groundwater reserves, cities can no longer rely solely on conventional freshwater sources. Treated wastewater offers a reliable, climate-resilient alternative that can significantly reduce pressure on freshwater resources while supporting sustainable urban growth,” says Vishal Mehra, Vice President and Strategic Business Unit Head, Water and Waste Solutions, Thermax.
India’s wastewater story is one of paradoxes. Every day, the country’s cities and industries generate millions of litres of wastewater, yet a significant proportion remains untreated, flowing into rivers, lakes and other water bodies, polluting ecosystems and wasting a valuable resource. At a time when freshwater resources are under unprecedented stress, wastewater can no longer be viewed merely as a by-product requiring disposal – it must be recognised as an alternative source of water. “The future of water security lies in treating wastewater not as waste, but as a strategic resource that can be recycled, reused and reintegrated into the economy. Today, our urban centres generate nearly 72,000 million litres of wastewater every day, yet only about 28% is treated. This gap represents not just an environmental challenge, but one of India’s biggest untapped opportunities. As cities such as Bengaluru, Chennai, and Delhi continue to experience recurring water stress, wastewater reuse must become a mainstream component of water management. We need to move towards a circular water economy where treated wastewater is viewed as a reliable alternative source for industrial processes, landscaping, agriculture, and even indirect potable applications,” says Manish Jain.
The statistics underline the magnitude of the opportunity. Bridging the treatment gap would not only reduce pollution in India’s rivers and lakes but also create a dependable, climate-resilient source of water for industries, agriculture and urban utilities. As water demand continues to rise, improving wastewater treatment and reuse is emerging as one of the most effective ways to strengthen the country’s long-term water security. The growing importance of wastewater treatment and reuse is also reflected in the sector’s strong market outlook. According to IMARC Group, the Indian wastewater treatment market was valued at USD 10.4 billion in 2025 and is projected to reach USD 19.4 billion by 2034, registering a compound annual growth rate (CAGR) of 7.0 percent during 2026–2034. The projected growth underscores increasing investments in wastewater infrastructure, advanced treatment technologies and water reuse solutions as governments, municipalities and industries work towards building a more sustainable and water-secure future.
Policy, Investment and the Roadblocks Ahead
Recognising the importance of wastewater management, the Government of India has significantly stepped-up investments in the sector through programmes such as Namami Gange, AMRUT 2.0, and various state-level sewerage and wastewater treatment initiatives. These programmes have accelerated the construction of sewage treatment plants (STPs), expanded sewerage networks and encouraged the adoption of treated wastewater for non-potable applications. “The Government has made remarkable progress through programmes like Namami Gange and AMRUT 2.0. These initiatives have significantly strengthened wastewater infrastructure and demonstrated the country’s commitment towards improving water management,” says Manish Jain.Several states have also introduced policies promoting wastewater recycling and reuse, particularly for industrial, commercial and landscaping purposes.
However, despite this policy push, significant challenges remain. Large gaps continue to exist in sewage collection infrastructure, treatment capacity and, more importantly, the reuse of treated wastewater. Many urban local bodies continue to grapple with ageing infrastructure, inadequate operation and maintenance (O&M), financial constraints and limited technical expertise, affecting the long-term performance of treatment facilities. In many cities, wastewater continues to be discharged into rivers and lakes without adequate treatment, undermining both environmental sustainability and water security. Industry experts believe that the next phase of growth will require moving beyond infrastructure creation towards ensuring efficient plant operations, improving treated water quality, strengthening regulatory enforcement and creating a robust market for treated wastewater. “One of the key priorities should be creating new funding avenues that complement government investments and encourage greater private participation,” says Kamal Verma, CEO, Water Business, Triveni Engineering & Industries. Equally important will be greater public-private collaboration, long-term O&M contracts and policy frameworks that incentivise wastewater reuse across industries, agriculture and urban utilities.
Evolving Project Execution: Technology at the Core
The wastewater sector is undergoing a fundamental transformation as projects become larger, more complex and increasingly performance-driven. For EPC companies, success is no longer measured solely by completing projects on time and within budget. The emphasis has shifted towards delivering intelligent, energy-efficient and future-ready treatment infrastructure that can operate reliably over its entire lifecycle. “Today, clients are no longer looking for contractors who simply build treatment plants – they expect partners who can deliver reliable, efficient and sustainable infrastructure that performs consistently over decades,” says Manish Jain. As a result, EPC players are increasingly integrating advanced treatment technologies, digital engineering and automation into every stage of project execution. “Technology plays an increasingly important role in improving the efficiency and sustainability of modern wastewater treatment plants,” says Kamal Verma. Technologies such as membrane bioreactors (MBRs), AI, IoT-enabled monitoring, digital twins, SCADA systems and resource recovery solutions are enabling real-time plant monitoring, predictive maintenance, improved process optimisation and higher water recovery. These innovations are not only improving project delivery and operational efficiency but also helping municipalities and industries meet increasingly stringent environmental norms while maximising wastewater reuse and minimising lifecycle costs. “
While advanced treatment technologies are transforming the treatment process, equally critical is the efficient movement of water through every stage of the wastewater value chain. Pumping systems play a pivotal role in transporting wastewater from collection networks to treatment plants and, ultimately, to reuse applications. “Pumping technology is rapidly evolving from standalone mechanical equipment into intelligent, energy-optimised systems that form the backbone of modern wastewater infrastructure,” says Shankar Rajaram, Head of Sales, Industry Division – INDO, Grundfos Pumps India. As treatment facilities become larger and more automated, the emphasis is shifting towards intelligent pumping solutions that improve energy efficiency, enhance operational reliability and reduce lifecycle costs. “Efficient biological treatment depends on consistent circulation, optimal oxygen transfer, and stable process conditions. Likewise, treated water distribution and chemical dosing require precision, reliability, and energy-efficient operation to ensure overall plant performance,” adds Shankar Rajaram. Digital monitoring, predictive maintenance and variable-speed pumping technologies are enabling operators to optimise plant performance while lowering energy consumption – an important consideration given that pumping accounts for a significant share of a wastewater treatment plant’s operating cost.
Building a Circular Water Economy
The wastewater sector is witnessing a fundamental shift from merely treating wastewater for safe disposal to recovering and reusing it as a valuable resource. Increasingly, the focus is moving towards a circular water economy, where treated wastewater is recycled for industrial processes, cooling, landscaping, construction, agriculture and groundwater recharge, reducing pressure on scarce freshwater resources. “To accelerate adoption, the focus should be on building high-quality treatment infrastructure, improving public awareness and acceptance of recycled water, leveraging advanced treatment technologies, and demonstrating the economic benefits of water reuse,” says Manish Jain. This transition is particularly significant for water-intensive sectors such as power, steel, refineries, pharmaceuticals, semiconductors, green hydrogen and food processing, where recycled water is emerging as a reliable and sustainable alternative. For cities, greater wastewater reuse not only improves water availability but also helps reduce pollution in rivers and lakes. As the emphasis shifts from ‘treat and discharge’ to ‘treat, recover and reuse’, wastewater treatment plants are evolving into resource recovery facilities that support both environmental sustainability and long-term water security. “Our vision is to advance a circular water economy, where wastewater is no longer viewed as a disposal challenge but as a strategic resource that strengthens India’s water security, supports environmental sustainability, and drives long-term economic growth,” says Vishal Mehra.
The Road Ahead
India’s wastewater sector is entering a new phase of growth, creating significant opportunities for EPC contractors, technology providers and equipment manufacturers. While government programmes such as Namami Gange and AMRUT 2.0 will continue to generate investments in sewage treatment and sewerage infrastructure, the next wave of opportunities is expected to come from wastewater reuse, plant modernisation and long-term operation and maintenance (O&M) contracts. As cities expand and freshwater resources become increasingly constrained, municipalities will need to upgrade existing treatment facilities while investing in advanced technologies that improve efficiency and maximise water recovery.
At the same time, water-intensive industries – including steel, power, refineries, pharmaceuticals, food processing, semiconductors, battery manufacturing and green hydrogen – are expected to drive demand for high-quality recycled water. This is creating new opportunities for advanced treatment solutions, Zero Liquid Discharge (ZLD) systems, membrane technologies, intelligent pumping solutions and digital plant management. For EPC companies, the focus is increasingly shifting from delivering standalone treatment plants to providing integrated, lifecycle-based solutions that combine engineering, technology, automation and long-term operational support. While technology, policy support and infrastructure investments will remain key enablers, the sector’s long-term success will depend on creating a robust ecosystem that promotes wastewater reuse across municipalities, industries and commercial establishments. As India moves towards a circular water economy, wastewater will no longer be viewed as a waste stream, but as a strategic resource that strengthens water security, supports industrial growth and enhances climate resilience.
For the wastewater industry, the opportunity is no longer confined to building treatment plants. It lies in delivering integrated solutions that enable every drop of water to be treated, reused and returned to productive use. As India advances towards a circular water economy, EPC companies, technology providers and equipment manufacturers will play a defining role in shaping the country’s sustainable water future.
