V Packirisamy Appointed as Director (Commercial) of Power Finance Corporation

The Government of India has appointed V. Packirisamy as Director (Commercial) at Power Finance Corporation Limited (PFC). Prior to this, he was serving as Executive Director – Entity Appraisal & IT at PFC.

Shri Packirisamy brings over three decades of extensive experience in the power sector and infrastructure finance. He holds a B.E. (Mechanical) and an M.Tech (Management and Systems) from IIT Delhi. He began his professional career in 1989 and joined PFC in 1997. Over the years, he has played a pivotal role in expanding the organisation’s operations and strengthening its appraisal and risk management frameworks, significantly contributing to the growth of PFC’s loan portfolio.

He has been instrumental in several key institutional initiatives, including the development of methodologies for categorising state generation and transmission utilities, formulation of the Integrated Rating Framework for Power Distribution Companies approved by the Ministry of Power, and drafting appraisal policies for private sector entities. He has also contributed to the establishment of systems for online loan applications, preliminary appraisal processes, and appraisal frameworks for renewable energy projects.

Packirisamy has served on the Shunglu Committee constituted by the Prime Minister’s Office and has been a member of PFC’s Lending Policy Committee and various executive committees responsible for approving large-value loans. He has also worked towards aligning PFC’s credit concentration norms with RBI guidelines.

In addition, he serves as a nominee director on the Board of Telangana North Discom and is the President of the Power Foundation of India. He continues to focus on strengthening entity appraisal, credit oversight, and institutional processes at PFC.
