Mr. Shalabh Goel is a passionate engineer and is an IRSEE officer of 1989 examination batch from Indian Railways. He is presently leading transformation in regional mobility as the Managing Director of NCRTC, which is mandated for designing, developing, implementing, financing, operating and maintaining Regional Rapid Transit System (RRTS) projects in the National Capital Region of India.
Having served as Executive Director at the Ministry of Railways, Divisional Railway Manager (DRM) of the Mumbai Division of Central Railway, Chief Electrical Locomotive Engineer at Central Railway, and Senior Deputy General Manager cum Chief Vigilance Officer (CVO) of Western Railway, he has decades of experience in the mass transportation field. During his tenure as DRM, Shri Goel played a pivotal role in managing train operations during the peak of the COVID-19 pandemic, ensuring the continuity of essential services and prioritizing the safety of passengers and staff.
Shri Goel’s extensive background encompasses rolling stock maintenance & operations, project execution, energy management, vigilance and general administration. His career has seen significant contributions across Central Railway, Northern Railway, Western Railway, the Ministry of Railways, and Delhi Metro Rail Corporation (DMRC). His exemplary service has earned him numerous accolades, including the prestigious Minister of Railways and General Manager awards. He was the founding member in devising the strategy for AECOM to enter and establish itself as a key multinational consultant in India providing professional technical and management consultancy services. Since 2008, he was based in India and lead the group to secure major infrastructure projects that include mega metro rail projects in 18 cities across India apart from securing several other major infrastructure assignments including strategic tunnels, long bridges, ports and aviation projects. Dr Raju currently manages a team of close to 2000 employees at AECOM and delivers a turnover close to 650 Crores.
In his professional career starting from 1992, Dr. Raju played a key role on large scale infrastructure projects comprising mass transit, Light Rail Transit, Common Services Tunnels, expressways, deep tunnel sewerage systems, ports, airports, cable tunnels, commercial, residential and serviced apartment projects in Singapore, Hong Kong, India, Malaysia, Indonesia, Pakistan, Philippines, Myanmar and Vietnam. Dr Raju has considerable experience in overseeing a diversified international team of engineers and other professionals for the provision of consulting services for complex projects across the infrastructure and built-space sectors.
Dr. Raju has undertaken statutory duties in Singapore as a Qualified Person/Professional Engineer in Singapore for mega civil engineering projects. He is a registered Professional Engineer (civil) and Specialist Professional Engineer (geotechnical) with the Professional Engineers Board, Singapore. He is also a Fellow of Institution of Civil Engineers (UK) and Institution of Engineers (India) as well as a member of the American Society of Civil Engineers.

No. 43 (First Railway Bridge in India with PSD), and other Special Bridges/structures, Station Building, Reinforced Earth Slope of 68m high (Highest Earth Slope in the world of Railway) Udhampur-Srinagar-Baramulla Rail Link Project is remarkable and today such works turned as exhibits of excellence and pride of India. Before joining Konkan Railway in July’2013, he was Dy. Dr. Sunil Kumar Chaudhary ("Dr. Chaudhary") has worked as a Chairman and Managing Director of Ircon International Limited (“Ircon”) from Oct 2016 to April 2021. He holds a B.Sc. Engineering (Civil) degree from the Delhi University, as well as an M. Tech (Management & System) from the Indian Institute of Technology, New Delhi. He started his career with Ircon and has been with Ircon for over 23 years in various capacities. He joined Ircon as an Assistant Engineer (Civil) and worked on various national and international projects, as well as on marketing and business development. Sh. Chaudhary has also worked with National Buildings Construction Corporation Limited (“NBCC”) as Director (Projects) for a period of 3 years. At NBCC, he oversaw the implementation and monitoring of projects in various segments of operation, namely Project Management Consultancy, EPC contracts, and real estate market. During his tenure, NBCC grew in reputation in the construction industry and the market cap of NBCC increased 10 folds.
Dr. Chaudhary has also worked with Housing and Urban Development Corporation Limited ("HUDCO") as Sr. Executive Director/Executive Director (Projects) for nearly 7.5 years. Therein, he was involved in the formation of joint ventures, business development, sanctioning and disbursement of funds and monitoring of various HUDCO-funded projects.
He has over 39 years of experience in the field of infrastructure projects such as highways, railways, airports, flyovers, bridges, tunnels, buildings, etc. He also has experience in international market and finance appraisal, project feasibility studies, global tendering, project finance, etc. SK Chaudhary has handled many national and international tendering works which were funded by the World Bank, ADB, etc. SK Chaudhary has also worked extensively in various South-East Asian and Middle Eastern countries like Thailand, Indonesia, Malaysia, Bangladesh, Kuwait and Iraq, and therefore, is conversant with requirements of these regions.
Dr. Chaudhary has significant experience in the execution of work under FIDIC condition of contract, BIS/International standards and ISO 9002 quality systems. He is also abreast with optimum utilization of construction equipment and manpower, construction sequence, construction methodology, measurement scheduling, billings, cash flows, costing and project monitoring.
He has extensive experience in the field of arbitration. Due to his considerable expertise and in-depth knowledge of the intricacies of the construction and infrastructure industry, he has been a prime candidate for acting as an arbitrator in construction-related disputes, and has been involved in the successful adjudication of several complex arbitrations. A Civil Engineering Graduate with Masters in Environment Planning from School of Planning and Architecture and an alumnus of IIM Calcutta, we have amongst us, Ms Sudesna Biswas, Head Hydrology, L&T, TIIC.
Having successfully completed her work on sustainable development of Darjeeling District, she was recognized with a National level award for environmental planning, very early in her career, following which, she has acquired a rich industry experience of over 20 years on storm water, water supply and irrigation, both in domestic and international projects. She joined Larsen and Toubro in 2019 and within a short span of her successful 5 years in the organization, she went on to provide storm water and flood mitigation solutions to multiple infrastructure projects of National importance in airports, railways, highways/expressways and smart cities, including the world famous NEOM city, Saudi; for many of which she has won process innovation awards in her field, including the prestigious Pi Awards, 2023. Now she and her team are working as a centralized hydrology solution provider to multiple other ICs of L&T.
Her innovative, unparalleled work on Regional Hydrology for flood mitigation in bridges using advanced digitalization and flood modelling simulations, has been recognized by the industry, where Member NHAI & MD, DFCC, amongst others, have profusely appreciated the extensivity of her work process. Her value engineering contribution in this field is appreciated by Professors in IITs and now, in collaboration with Professors of IIT Bombay, she is co-authoring multiple technical papers for publication in International Journals, for spreading the importance of regional hydrology in bridge modelling. She and her team are also collaborating to bring in an amendment in the hydrology sections of the relevant Codal provisions.
As we all know, with the recent climate change conditions and bridge failures thereof, hydrology has emerged as one of the key pointers across projects in the world. Un-channelized water can be devastating. Today, Ms Sudesna Biswas, will be sharing her thoughts on “Introducing Regional Hydrology for Road Bridges Design through advanced digitalization tools to Mitigate the Impact of Climate Change”. We are sanguine, that after this discussion, we will be more aligned towards futuristic hydrology based bridge designing.

He has worked for construction of elevated viaduct and stations in one of the most congested areas of Azad Market & Pul Bangash on Tis Hazari-Tri Nagar section of phase I of Delhi Metro project where balanced cantilever was introduced for the first time in Metro industry ( in 2001)
He has worked in Railway Board as Director/Works, Ministry of Railways, coordinating & monitoring infra projects and was instrumental in sanctioning of various capacity enhancement works of Doubling & New lines over Indian Railways and has also got experience of commercial development of railway land.
Presently, Mr Virender is working as Executive Director/Track, heading track discipline of NCRTC and has led the team in planning, design, procurement, execution, testing & commissioning of track structure for first Namo Bharat system of the country. It is matter of pride that ballastless track for the 180 Kmph design speed is installed and commissioned for the first time in the country at maximum speed from day1 of commissioning.
