Kamal Nath awaits nod for Chaturvedi panel proposals in 2 weeks

New Delhi, Sept (EPC News): Union Minister for Transport and Highways, Kamal Nath is awaiting numerous proposals made by the committee chaired by B K Chaturvedi, Member, Planning Commission to get clearance in the next two weeks.

The committee consists of high level representations from Finance, Expenditure, Road Transport and Highways and Prime Minister's Office. The committee had made several suggestions with regard to clauses in the bidding process, assuring flow of fuel cess to the NHAI for a minimum of another 21 years. This would also mean that people will have to pay the fuel cess for another 21 years.

Nath further added that the Ministry is negotiating a World Bank loan of $3 billion to convert 6,000 km of single-lane highways into double-lane highways. The projects will be undertaken in a debt-equity ratio of 80:20, where 20% of equity will be put in by the Road Transport and Highways Ministry. These projects will be taken up on an engineering-procurement-construction contract basis.

NHAI will also award highway projects worth Rs 99,728 crore in the 2009-10 fiscal to widen 11,928 km of highways. This includes four-laning of 4,428 km highways and six-laning of 2,403 km of highways on a BOT (toll) basis; four-laning of 1143 km of highways on a BOT (annuity) basis and converting 3954 km of highways into two-lane with paved shoulders on an engineering procurement construction contract basis.
