Jawaharlal Nehru Port Trust initiates several measures to improve ease of doing business

Jawaharlal Nehru Port Trust (JNPT) is India’s number one Container Port and has charted India’s international trade to a glorious course of success and achievement. The endeavour is to constantly innovate and upscale in order to meet the global benchmarks and best business practices. With the strong commitment to provide seamless services to the customers as India’s prime facilitator of international trade,  JN Port, in the last one year, has focussed on ‘Ease of Doing Business’ and has taken a number of initiatives to streamline the processes and make it easier for the clients and partners to do business with the Port.

JNPT held a meeting with media representatives to apprise them of these all initiatives and were taken on a tour of the port operational area for showcasing the result of the various initiatives implemented at ground level.

Shri Neeraj Bansal, Dy. Chairman, JNPT, highlighted “That the various measures implemented is focused towards reduction of documentation process, time and cost for faster and economical operations for the business partners. He further added that as a result of these initiatives, the average import dwell time at JN Port has reduced to 1.5 days, which is comparable to the international benchmark of 1-2 days. Similarly, average export dwell time is reduced to 65 hours from the earlier 88 hours, subsequent to reduction in gate opening duration from average 5.5 days to 4 days.”

Steps taken Under Ease of Doing Business Initiatives

1] Abolition of Manual Form – 13 & 11

 All the three terminal of JNPT has eliminated form 13 & 11 with effect from 23th Feb 2016 by developing software solution for web based e-form 13. This has facilitated the exchange of data electronically and is one more step in JN Port’s endeavour to become paperless port.

 2] Inter Terminal Movement of Tractor Trailers

 Inter – Terminal Transfer of Tractor Trailers (ITT) from JNPCT to GTI started from 13th Feb 2016. Second leg of ITT from GTI to JNPCT started from 24th Feb 2016 and JNPCT & NSICT with effect from 24th March 2016. The remaining leg of this facility from GTI to NSICT and vice versa also started from 6th June 2016. All these measure have helped in reduction of atleast 7.5 kms movement of trailer on road which has helped in reduction of pollution, fuel saving, environment friendly, reduction of empty truck movement, reduction of turnaround time of trucks and cost of handling.

3] Direct Port Delivery to Accredited Customers

DPD facility to all ACP clients without any minimum volume criteria started from 9th Feb 2016. Subsequently APMT, NSICT extended DPD facility to all the ACP clients with effect from 10th May 2016. The facility will benefit the importers as containers will be directly delivered to the consignees in less than 2 days against the 9-11 days taken, leading to cost saving to the tune of Rs. 25000/- to Rs. 40,000/-  per TEU.

4] Development of Parking Areas

Two dedicated parking plots of 6 hectares each has been allotted to the two private terminal operators AMPT and NSICT respectively. Port is also developing Centralized Parking Plaza covering 45 hectares, which can accommodate about 2000 TTs.

5] Setting up of laboratories for speedy Clearance

As a part of a single window clearance system, the Port authority is facilitating the setting up of offices and labs of various regulatory bodies like Animal Quarantine, Plant Quarantine, Textile Committee and FSSAI. This will facilitate speedy clearances to the trade.

6] Creation of Logistic Data Bank Tagging of Containers

JNPT has signed with DMICDC on 14th April 2016 during MIS for providing Logistic Data Bank service at JN Port. JNPT is going to be the first port in the country to implement a logistic data bank tagging of containers. The tracking will begin from 1st July 2016, which will help the trade to track their goods while in transit in India.

7] Movement of Containers to and from CFS by Rail     

In order to encourage movement of containers by Rail to reduce road congestion, JNPCT has started giving rebate of Rs.728/- per container per TEU with effect from 23rd November 2015 to all CFS having rail connectivity. The same is further extended to ICD Mulund. This is an important step towards a modal shift from road to rail and the movement of containers by rail to CFS has doubled from 5,700 TEUs to 11,000 TEUs after the extension of the rebate

8] Online Berthing/Unberthing

To make the entire Berthing /Un-Berthing process transparent, paperless and more efficient, JN Port has done away with daily Pre-Berthing meeting and initiated the communication regarding berthing, completion and sailing of the vessels to Shipping Lines through e-mails

9] E-Delivery Orders

All Shipping Lines have implemented the issuance of e-Delivery Orders to all CFS. The manual handing over of Delivery Orders by CHAs to CFSs has been replaced with an e-DO issued by the Shipping lines. This initiative has not only helped in reduction of waiting time for CHS/Consignees but also in saving of resources and time for them.

10] Integration of IGM filing systems with Terminal Operating System

JN Port has seamlessly integrated the customs and port by integrating the Customs IGM EDI message with JNPT’s Terminal Operating System (TOS), i.e. NAVIS application, along with Bill of Entry and Out of Charge messages.It has facilitated the exchange of information electronically by doing away with manual Bill of Entry and out of Charge Messages resulting in faster and safer processing of information for DPD containers.

11] Installation of additional Container Scanners

To reduce detention due to scanning of containers, JNPT is in process of installation of additional independent scanners for all the terminals.

12] Implementation of RFID

JN Port has standardized the gate processes by implementing RFID based tagging of the containers.  This initiative has resulted in reducing the Gate-in time from 5 minutes to less than 1 minute resulting in smooth flow of traffic at the terminal gate. Out of the four container terminals operating in JN Port, NSICT and APMT has completed the RFID-based Gate Automation work. JNPCT and NSIGT are in the process of implementing the same and will start the container tagging by October’2016. 

13] Disclosure of Tariffs by Shipping Lines and CFS

In order to have transparency in the charges being levied by CFSs, Shipping Lines and Terminal Operations, JN Port has published the tariff of 33 CFSs and 29 Shipping Lines along with tariff of all Terminals operating in the port Under the link ‘INFO/TARIFF’ on JN Port website.

14] Widening of Roads in Port area and Highways

JNPT has widened all the approach roads to the terminals gates. The widening work of NH 4B and SH 54 has been awarded in 4 packages and the work has already commenced.
